Some other ISPs/relays have some "spam filters" that block any email/relay/ip/county suspicious of spamming. That's the main reason it'll accept relaying from some ISPs/emails/ip/country and deny from others.
So, there are two distinct possibilities
1) Some SMTP servers block emails coming from some known spam sources.
Please, in your WorldCast configuration, change the "Tools|Configuration|Sender|Email" to any other address, like xxxyyy@zzz.com and try to send it again.
2) Some SMTP servers block emails coming from some IP addresses. Try to send your emails from a different ISP, if you are using a dialup connection, or from a different place, if you are using a dedicated connection (cable modem, etc).
3) You can also send emails in SMTP mode, instead of DNS mode. If your SMTP server is not banned, you won't have any problems. Go to the "Tools|Configuration|Servers" tab and select the "use smtp" button, filling the "SMTP Server" field.
That should work!
